Higher culture is ultimately defined by intelligence. The higher intelligence level the more compassionate and levels of empathy which leads to self control. You could refer to this as God consciousness and is most clearly defined by Western European Culture which is the highest in the world. The more intelligent, the more honest of an individual a person is. The problem with this is the more trusting also since it would not cross this level of consciousness to naturally find others be deceitful and dishonest, as it is natural for this individual to be trusting of their fellow man. The higher level of intelligence will preclude the group to be more individualistic and work for the common good of all men.
The lower levels of intelligence do not have the sense of decency and decorum which then precludes them to moral degeneracy and debauchery, which precludes people like this to not only be extremely jealous of everyone above them, but due to their inner sense of their moral and intellectual inferiority, they will try to climb the ladder simply by trying to subvert higher levels of consciousness and goodness down to their levels. The only way to reach the top is too invert everyone’s consciousness so that good is bad and bad is good. This also goes for changing history to suit their needs. The innate inferiority complex caused usually by faulty inbreeding will band this group together like no other to achieve their collective degenerate goals. Thus too achieve these goals they will subvert other groups thru morally depraved means and will have absolutely no empathy for their common man, except for their own inferior mongrel tribe, as they will practice what is pure selfishness.
